WebUploading/creating/sharing files should be doable in a Team/Channel. But it's not there for private chat, AFAIK. Here's the overview of what the guest experience is (Ctrl +F "file"). I just checked in the Team settings and the Teams Admin Portal (in Office 365 Admin Portal) and didn't see an option for enabling/disabling file sharing from guest users.
